V3 When the [[foreskin]] on a [[penis]] is pulled back enough that the tip of the [[glans]]/head/bell-end extends beyond it, but not so far back that the glans/head/bell-end is fully exposed.

(In real life, this is the "default" position for some people's foreskins, and so could be considered "unretracted" for them. But for tagging consistency, we assume that all foreskins fully cover the glans when they are unretracted, and a partially-exposed glans means a partially-retracted foreskin.)
