In-game, she has absurdly long hair|really long black hair with fox ears on them, tied in a long ponytail. She is shown wearing a red kimono in hadanugi dousa style, with her sarashi exposed, and black thighhighs and rudder footwear complete her outfit. Plates of traditional samurai armor are also shown attached to the kimono. She also carries a large katana to her back.

Her appearance bears a striking similarity to Ushiwakamaru (Fate)|Ushiwakamaru/Minamoto no Yoshitsune, as noted when she was first revealed.

Her rig is starkly different from her sister Suruga's, with a more mechanized appearance while keeping an identical layout of five 41 cm twin mounts. Unlike Suruga's, she has her 12 cm heavy AA guns mounted on her rig, to her left. Also of note is the torii mounted to the back.

Historically ordered in 1921, the Washington Naval Treaty halted all development for the Kii-class before they were formally cancelled, Suruga and Oumi (Ship nos. 11 and 12, respectively) in 1923, followed by Kii and Owari in 1924.
