In-game, she has [[absurdly long hair|really long]] [[black hair]] with [[fox ears]] on them, tied in a long [[ponytail]]. She is shown wearing a [[red kimono]] in [[hadanugi dousa]] style, with her [[sarashi]] exposed, and black [[thighhighs]] and [[rudder footwear]] complete her outfit. Plates of traditional samurai armor are also shown attached to the kimono. She also carries a large [[katana]] to her back.

Her appearance bears a striking similarity to [[Ushiwakamaru (Fate)|Ushiwakamaru/Minamoto no Yoshitsune]], as noted when she was first revealed.

Her rig is starkly different from her sister Suruga's, with a more mechanized appearance while keeping an identical layout of five 41 cm twin mounts. Unlike Suruga's, she has her 12 cm heavy AA guns mounted on her rig, to her left. Also of note is the [[torii]] mounted to the back.

Historically ordered in 1921, the Washington Naval Treaty halted all development for the Kii-class before they were formally cancelled, Suruga and Oumi (Ship nos. 11 and 12, respectively) in 1923, followed by Kii and Owari in 1924.
